ECL was established by Essex County Council (ECC) in 2009 as the UK’s first Local Authority Trading Company. Our company status means that although we are a private limited company, we are wholly owned by Essex County Council.

Since 2009, we have grown to offer care and support to thousands of people to live safely and independently within their own homes and local communities in South East England.

Providing high quality care to older people, adults receiving reablement services, adults with learning disabilities and people with sight and hearing impairment. We also provide the Reablement service to West Sussex (since 2012) and Havering (since 2019).
